Request for Proposal for Animal Control Officer 2025

Lower Makefield Township is seeking proposals from qualified organizations or
individuals to provide professional animal control services. The selected contractor will assist the
Township in managing domestic and stray animal issues, including humane trapping, community
education, and periodic training events, to ensure public safety and promote the humane treatment
of animals. The Township invites responses from experienced, licensed, and insured service
providers. The incumbent animal control officer responds to on average 20 incidents per month in
addition to responding to periodic calls and emails and attendance in court as necessary.

Proposals will be evaluated based on:

• Qualifications and experience in animal control, trapping (including farm-specific
   services), and public education.
• Approach to fulfilling the scope of services.
• Cost-effectiveness and value.
• References and demonstrated success in similar contracts.

Request for Proposal for Engineer 2025

Lower Makefield Township, Bucks County, is soliciting proposals and qualifications from firms interested in serving as Township Engineer. The Township is a Second Class Township governed by a five-member Board of Supervisors. Day to day operations are overseen by an appointed professional manager, who the Township Engineer reports through to the Board of Supervisors. The Township is approximately 18.28 square miles with an estimated population of 33,259, an annual General Fund budget of approximately $16 million, and employs 85 full-time employees and approximately 150 part-time/seasonal employees. The Board of Supervisors meets the 1st and 3rd Wednesday of each month as well as special meetings on an as-needed basis.

 Respondents must have all applicable licenses to perform municipal engineering in Pennsylvania, have at least seven (7) years of experience in a similarly sized municipality, and have experience with doing engineering studies and recommendations on a myriad of issues, including the following:

  • Subdivision and/or Land Development Plan Review;
  • Construction Inspection Services;
  • Municipal Project Design Services;
  • Municipal Construction Administration and Observation;
  • Environmental Services & Regulatory Agency Interactions;
  • Grant/Bid Assistance;
  • Surveying, Easements, and Related Services
  • CAD and GIS Capabilities; and
  • MS4 Program Services.
